Kris is a Solicitor in our Projects Group and specialises in PFI / PPP projects and public procurement across a number of sectors including housing, care and education.
Kris has provided advice to a wide range of local authorities, RPs and other public and quasi public bodies on their obligations under the Public Procurement Regulations. This includes advice on procedures to be followed; the consequences of breaching the regulations; the treatment of Section 106 Agreements; and complex development and joint venture agreements under the regulations.
Kris has advised several common procurement vehicles on procuring works, services and supplies on behalf of their members, in relation to their obligations under the regulations.
Kris has acted for a number of RPs in procuring framework agreements for various consultancy services and new build and refurbishment works. This has involved advising on the procurement procedures to be followed, the structure of the framework agreement, and assisting with the preparation of the OJEU notices and tender documents.
