What are CERT, CESP and the ECO?

Carbon Emissions Reduction Target (CERT)

The Carbon Emissions Reduction Target (CERT) (2008–2011) is the third three-year phase of a UK domestic energy supplier obligation. It requires all domestic energy suppliers with a customer base in excess of 50,000 customers to make savings in the amount of CO2 emitted by householders. Energy suppliers offer funding to customers to install measures to assist them on meeting their targets.

Community Energy Saving Programme (CESP)

The Community Energy Saving Programme has been created as part of the government's Home Energy Saving Programme. It requires gas and electricity suppliers and electricity generators to deliver energy saving measures to domestic consumers in specific low income areas of Great Britain.

Energy Company Obligation (ECO)

One of the principal objectives of the Energy Act 2011 is to amend existing powers under CERT and CESP, which run out at the end of 2012. A new obligation (the Energy Company Obligation) will underpin the Green Deal. It will focus particularly on those householders (e.g. the poorest and most vulnerable) and those types of property (e.g. the hard to treat), which cannot achieve financial savings without an additional or different measure of support.
